Is tution fee in universities applies in Finland to those who has Work Permit(Residence permit A) for 4 years with passport from India?

It depends what language and university you do the degree in. The tuition fees apply to all non-EU citizens studying in any English-language program at any university.
At some universities, the fees do not apply to anyone studying for a degree in Finnish or Swedish, regardless of nationality and permit type.
If you have a permanent residence permit (not a fixed-term A permit), you're exempt from the fees everywhere.

As you can see, even a non-EU master's student there would be able to study in Finnish or Swedish for free.

Strictly speaking, this says they must charge tuition fees for programs not in Finnish or Swedish, but it doesn't say that they cannot charge fees for programs that are in Finnish or Swedish. I doubt many universities would want to do such a thing, but I can't find any part of this law that forbids it. Maybe it's a different law? Incorrect! If you have a continuous, fixed term, A residence permit type you are also eligible for the free tuition.
