Extra License Plate for Hitch mounted bike rack

Hi All,
I am willing to buy a hitch mounted bike rack.
The rack covers the license plate but can accommodate an extra plate.

Do I need an official duplicate of the license plate in Finland or can I buy some kind of "white plate" and attach the adhesive letters to replicate the plate?
