Hello I need some information. I recently registered to an online freelancing website called UpWork and got work offer outside of Finland? I am unemployed and registered in TE office as well. so I want to know ,what kind of a tax card I need? do I also need to inform Kela before accepting any work offer?

When you have enough work in your business that you are no longer unemployed you can just inform TE.
Running a part-time business during unemployment requires approval from TE, call their hotline for details.

It makes sense to contact them immediately (as there are, for example, grants for new entrepreneurs). However, approval is not required. Nowadays first four months are always eligible for unemployment (with profits reducing benefits).
