Royal mail parcel to Finland

Waited 3 weeks, still no playstation. My mother sent it on the 18th last month... is this normal? no tracking (stupidly, I thought she would get tracking) but they gave her some paper that they told her she should keep.

I got mail from the UK almost always within 1 week.

I usually get letters in a week but parcels take 2 or 3 weeks. I have never known a tracked parcel arrive in the time quoted to the sender.
