If one qualifies for a golden VISA elsewhere, one can consider the entrepreneur residence permit route. Often golden visas involve real estate, and one can setup a real estate investment company for the entrepreneur permit.

Golden visas are typically available for real estate investments as little as a few 100k Euro, if you can afford a mortgage-free apartment or house in Finland you would qualify for a residence permit in some other EU countries if you buy your home there instead.

Trying to open a real estate investment company with such a tiny amount of money and then claiming to be an entrepreneur due to owning one house in Finland would be laughable.

There are ways to get a residence permit with a six digit investment as basis, but the easy golden visa way of getting a residence permit just by doing a mortgage-free buy of a house for yourself for half a million Euro does not exist in Finland.

100k would be pushing the needed rate of return. However, 200k would be relatively straightforward.

Investing in a single house would be silly in terms of diversification and returns. However, what would be the legal basis for denying the residence permit when there's enough revenue?

That's absurd.

In the current zero-interest environment, a investment that guarantees you 10% annual profit is usually a fraud.

You also have to work in the company, otherwise there is no reason why you need a residence permit.

There's no requirement for the returns to be guaranteed. With leverage, one can push the returns on equity over 10%.

Sure, if you are in a position where you access to this leverage.

With 200k in cash and no other regular income you won't get the much credit from a bank, or any other affordable creditor.

There are no checks, if you use housing company loans.

I doubt trying to get 10% annual profit on your investment by running a company that invests in housing company shares is a realistic proposition.

And I also doubt that ELY would certify that owning the company buying these shares would be considered working in the company.

So, what I'm getting from this discussion is, if someone is stinking rich (like any politician in the world), that person can get a golden visa no questions asked. So typical! It's all about money! :-x :-x

That’s not the case. Money doesn’t, for example, free you from criminal history requirements.
