Advance deduction

I am asking here for a friend who is currently unemployed and doesn't speak Finnish. There is an "Ennakkovähennys" (advance deduction) payment that comes out of his unemployment benefit each month and basically wipes out 25% of his benefit.

Is this normal or is there a way to avoid having your unemployment benefit deducted?

Unemployment benefits are taxable income. One can get a new tax card for benefits from Vero.

How does one claim benefits from a tax card?

I don’t fully understand the question. If the calculator results in a lower percentage than 25%, net pay will become higher.
