Hello. I’m an American. Living in Helsinki Finland. I’m looking for work but the non-EU hurdles for work seem difficult. Are jobs for restaurant, cleaning, warehouse work etc occupations my rp application would be denied for? A local rep for a non profit that helps immigrants told me as much recently. It’s hard to understand that to be true. I’ve no alternative but to find a way to stay here. And I’m in need of earning very much. Please provide me any helpful input or links etc if you can.

It is only logical that the government does not want to grant a residence permit while paying unemployment benefits to another person who could do the job instead.
Which is not even relevant, since you are unlikely to get any job offered:
Jobs that do not require working in Finnish are rare.
Why would anyone make you a binding offer for such an employment, keeping the job open during the 4 months you are waiting for a decision on the RP?
There is no lack of foreigners in Finland who would be glad to start working in such a job immediately, like few of the workers in the gig economy would pass on such a rare opportunity for long-term employment.
