I may be moving to Finland with my two cats, but where I live we use mesh screens on the windows to prevent them to go outside. So, my two girls have never been outside and I do not intend to let them out (ever).
That being the case, is that a practice in Finland? Is is allowed / usual to have mesh screens? How do people prevent their cats from falling or going outside?

Depends on the building. The balcony thing is regulated by the housing association. They can tell the tenant/owner what to put. In practice one can have stuff on the balcony as long as it is in not changing the general look. When I was looking for an apartment I saw a few that had screens like the one in the image. Even more common is to have the balconies closed with glass.

OP should be aware that those can make the balcony a second sauna during the summer.
