Is there a discussion board to voice opinions regarding this? From what i have seen from municipality regulations its too strict and somehow in favor of the construction industry!

The article is not that clear on what involvement cities (eg Helsinki’s Urban Environment Division City Plan team) and the ministry of environment have over the matter. At they laying down rules that ALL CONSTRUCTION must follow or having rules for when they commission the building of new social housing (which is nothing to do with houses built by anybody else).
it is like saying that the city of Helsinki will only use small electric cars in its fleet for workers and employees. That would not mean that if you live in Helsinki you are only allowed to buy a small electric car.
