Learning to Drive (adult)

It's taken a bit of research to work out the process but I think we've got there!

1. As an experienced driver, I apply for an instruction permit and get the car fitted out with brake pedal, extra mirrors and removable triangle.

2. As a learner, my partner has to spend 4 hours studying driving theory (I have questions about this).

3. Once 1 and 2 are complete, he can start driving the car under my instruction. Guidance says minimum 10 hours but there's no need to show evidence of a minimum.

4. At some point he has to get a health certificate and apply for his learners' permit.

5. He books in for his theory and practical examinations, hopefully passing and getting a licence.

Is there anything I've got wrong? And does he really have to register with a driving school for the theory lessons? Can he not just self study via an elearning course?
