Hello, I was wondering if a citizen of a non-EU/EEA country is liable to pay tuition fees for a higher education university in an international (English) study programme if they have a RP for being a spouse of a finnish citizen. The studyinfo website only specifies that for people who have a RP for being a spouse of an EU citizen. Is it not the same for the spouse of a Finnish citizen? I'm confused. I would appreciate any help.

I did but for some reason it doesn't make sense to me. It specifically mentions the group of people who have the residence permit based on being the spouse of an EU citizen. I know that a finnish citizen is an EU citizen too but there are two different kinds residence permits. So do they mean both of these residence permits or only specifically the EU spouse residence permit? I hope that makes sense!

”In order to be exempted from paying them, you need to have a residence card for a family member of an EU citizen in Finland.”

You said you have RP so you won’t have this type of a residence card. Continue following the tree. You should eventually find yourself in the following section:
Do you have a fixed-term continuous residence permit (type A)?
Yes ⇒ You are not required to pay tuition fees.

Thank you so much for the link. I have a question. First of all I really read about it and tried to check everywhere (migri.fi , enterfinland, finlandvisa.fi and so on) I am an EU citizen and my husband is non-EU. We want to move to Finland. What visa type should my husband apply for? We found out that there are different types of Schengen visas for different reasons of coming to Finland, and it is written that he needs to apply for a Schengen visa (90 days) about the right of Free Movement in EU because of me. It is different from other EU countries, usually spouses get D visa for EU free movement (6 months) I’m so confused and sorry for the long message.
