P SEU-sopimuksen 50 artikl - Can the holder of this permit work in Estonia?

P SEU-sopimuksen 50 artikla = Right of permanent residence under the withdrawal agreement

Can the holder of the above Finnish residence permit work in Estonia without a visa?

I researched that relations between Estonia and Finland are quite relaxed
but does this refer also to non EU citizens holding a Finnish residence permit?

Apparently getting a work visa in Estonia is quite basic for non EU citizens
e.g 120 euros visa costs and waiting time is 2 weeks..
and the employee can start working while waiting for the visa.. ??

anybody know the situation about this?

"The same applies to UK nationals and their family members who moved to an EU Member State before 31 December 2020. They can also continue to live, study, work in their host EU State and travel freely between the UK and the EU."

The permit does not give EU wide right to work. I don't know Estonian rules to comment on what is required under their rules.
