Does this apply to those who have a permanent residence permit as well and who received the permit due to work? or does this only apply to those who have a temporary residence permit?

Three-month/six-month unemployment rule would apply to work-based residence permits and not, for example, to permanent residence permits, familymember permits, EU citizens, or international students and researchers.
