Well you can get to a Nowheremäki Polytechnic to study International Business with a lotto cupon, so why wouldn't you get into Bumfuk Arizona Buisness College to do an MBA, just fork out more money.

as you cannot make a phd in laurea which is a polytechnic does not prove the comment is stupid

In American colleges and universities, there are "academic" advanced degrees (i.e., M.A., M.S, PhD, Multiple Subject or Secondary teaching credential, etc.) and "professional" degrees (i.e, MBA, JD, MD, DDS, etx). In almost all situations to be admitted to law school, one has to take the LSAT; to be admitted to medical school, one has to take the MCAT; to be admitted to MBA, one has to take GMAT, etc. To be admitted to an academic degree, one usually takes the GRE (either general or subject).

The TOEFL is usually required for either academic or professional degree unless there is the condition for waiver (the most common condition for a waiver is completing an undergraduate degree at an English-speaking college or university).

I looked at the Web site for the university Arina referenced in her email and it does list the GMAT as a requirement but also suggests that are conditions for waivers.

There are over 3200 colleges and universities in the US (both private and public) and there are bound to be slight differences in the requirements and exceptions for admission.

For the MBA, I found that a few institutions don't ask for GMAT if there are other professional experiences that substitute.
