I just got my second residence permit. I put the form in 3 weeks ago and got it yesterday, however they only gave me another 12 month permit despite ticking the extended permit box. When I asked about this they said it was the employment office who made the decision, not the immigration office. Take all the paper you can think of, especially if your work has changed. When I put my form in they said it could be up to 4 months before a decision was made, but if you are waiting for a new permit you can stay. If you leave the country take the receipt for the payment with you, but I wouldn't go if you don't really, really have to.

Why did they give you 12 months only if you applied for the extended one and the guys said it's for 4 years?
Do you know the reason?

Yes, my work has changed. The first time I applied with a job offer and now I have a toiminimi and work as a freelancer, I also have a freelance tax card. I think what is important for them is that you are not going to become unemplyed and ask the government for support, am I right?
