You are missing the point here...
There is no guarantee. If you and the guy in my neighborhood want to guarantee that, you have to pay a little more and get a cabin built with a lock. And according to your calculations you would save money in the long term by doing this...
So you consider it A-OK to dump trash and make others pay for it because "they did not lock the cabin"...

Ever thought that in Finland, that is considered rather repulsive way to think?

You are essentially stealing money from someone elses pocket by doing dumpsterdumping. I doubt you would be willing to commit pickpocketing or theft, but that is what you do by taking trash to bins not belonging to your house.
Absolutely... But it doesn't mean that I agree with it. As some people already mentioned I'm doing a favor to the planet and making contribution to Finland economy. I think the idea of the waste management is the same. Then why they charge people more for collecting more?
By stealing from other people...

Wow... Some logic there.

Ever thought that you could make contribution to both planet and economy by taking your lazy ass to local PUBLIC glass and metal collection point... You would get same pleasure of saving planet, get some nice exercise by going on foot and you would not be stealing someones money!

The city government where I live wants to try this same sort of collecting specially sorted garbage and charging those who have the "special (green) containers" more money each month. The wife and I have agreed with a few of our neighbors to share one green can between several of us. No one family can fill the container with recyclable materials in the two week period between pick ups but several of our families together can. This is by agreement between all families concerned! No one is sneaking about trying to put their recyclables in someone elses container without them knowing about it. This way we can all be green and pay a lot less for it. As Kermit the frog sang, "it's not easy being green".
Socialism has never managed to create anything beyond corpses, poverty and oppression.
