ATMs in the airports or major bank branches should be OK. Keep an eye out for suspicious things, of course, as you should anywhere.
Currency exchanges are ubiquitous in Moscow and St-Petersburg, and they don't normally rip you off like Forex does here. Avoid shady-looking outfits; also exchanges at tourist-ridden places like the airport or Nevsky prospekt are not so favorable.

I just changed currency at Forex before leaving Finland. Thanks to those who suggested that. I don't know how the rate compared to the rate available in Russia. I only needed a bit of cash in my pocket, not major expenses, so it didn't really matter. I did see an ATM at the airport in Ekaterinburg but I didn't need to use it.
