Kids below 2 years should not be in the direct sunlight, period. Keep them in shadow at all times.

When it becomes impossible, biggest number you can find in sunlotions is must. D-vitamin is irrelevant. You only need small amounts as a kid so it is not an issue if you give them some milk with vitamin D. 20 minutes couple times a week is enough to fulfill adults need for the vitamin.

And clothing. Long and covering but thin fabric is good (light colours also).
And sunglasses. Not those toy glasses but ones with proper UV filtering. Look for numbers like 100% UV filtering or UV 400.

Really. We are not in Australia or Africa. There are enough real dangers without adding one more on top. Sure nobody puts a a baby to sleep in direct sunlight. But how have little kids survived when there was no knowledge of the horrible dangers of the sun, no sunscreens, no special clothing, and the only summer Evil was water where kids drowned. Where is maalaisjärki?

We are not Australia, true, but sadly situation is getting worse here as well.

And children deserve to be protected. As said, 2 year olds have no business being out in direct sunlight during summer. And protecting their eyes should be paramount, as their eyes are still clear so UVA and UVB enters it more easily.

Long clothes should be worn at all times by very young children. Putting faith in sunlotion alone is foolish. Sun is not your enemy, but it is not friend either for people from this latitude.

Once kids get older, knock yourself up by having them run around in just shorts. But early years should be sheltered as babies are still very vulnerable. 3 or 4 years and up... Different thing.
