Sept is right!
There are many circumstances under which a temporary visit may become permanent, It might be a little difficult, for example, to persuade Tulli to let you have the car tax free if you have already imported all your goodies, but if you arrive sans goodies and only later import them then you import the car at the same time, along with the duty free import of your personal possessions.
BTW, is the six month thing a six month period in a set period of time, or does the clock reset if you, for example, take the car to Russia, or Norway?
automobile question
Not stupid...Cars are special case..but they are other rules regarding:nisha_n6 wrote:maybe stupid question: but do you have to declare all your goods as well at the tulli and at the same place as the car ?
e.g. notebooks, bikes and stuff or all what you take there?
And what if you don't ? (because you are lazy or other reason)
"personal belongings".

okay - the way i did this (twice);
at hanko, go to customs. (building towards the exit, entrance is on the left hand side, round the corner... first door).
get the customs form (not the AKE one) and then fill out including VIN (will scan in later...) including name, address and present registration.
present this form to the customs lady who will rubber stamp it, make sure she knows where you're going (maakunta) and then sign it and return it after giving you a copy. you then have 30 days / 4 weeks (?sorry, can't remember precisely) to go to customs in your home town and declare the car....
this is cast iron proof that you came in to the country on this day at this time. this is very useful if you wish to be taxed elsewhere for the remainder of a year....
your car, provided it is insured and legal elsewhere, does not need new plates at this time. if it is only temporarily registered, you should fill out a different form - i don't know which one. you can buy then insurance, but it's expensive.
here in kuopio, both cars are going for their registration inspection next week - €143 per car, which i find is a hell of a lot - and i expect to be at customs in the next few days and i will let you know what happened.
next stops: customs in Kuopio, then Pohjola for insurance and then AKE...

- customs say they should be finished with the paperwork next week: it's taken 2 weeks.
- customs involved 3 forms, all in finnish, and it's useful if you know basic terms (e.g. vakionopeunsaadin = cruise control) 'cos they expect you to cross the equipment your car has
- AKE was OK... but they can't decide what the cars are 'cos apparently some EU number is missing... i will try and clear this up
- don't try and get insurance or a mobile or pretty much anything without having been to poliisilaitos and maistraati and KELA and having a henkilotunnus (NI Number) because they'll all ask you for it
- pohjola have no idea what level of no-claims bonus to give us
