I think maybe you mis-heard it from many different people, Up to 20km above the speed limit the fine is a fixed penalty type fine, above 20 kms above the speed limit it is a so called Day fine. i.e. it is based on your earnings per day multiplied by a certain number of days depending on how much above the speed limit you were going, and yes I have had both types.
Trust me, if you earn a decent salary you want to stick below the 20km limit and avoid the day fines, they hurt!

Never heard of the idea that you will only get fined if you get caught by 2 cameras. can´t see why they would bother, if you are speeding when you pass one then you are breaking the law. Are you sure you are not talking about average speed cameras? these use ANR to log you as you pass the first camera, and then another camera some distance further on and calculates your average speed between the 2 points and if that average speed is above the limit you get a ticket, Very common in the UK on motorway roadworks, I seem to remember they tried them in Finland and then gave up on them as they didn´t actually do much to slow the traffic down compared to the more traditional cameras. and unlike in the UK, the police in Finland still seem to treat cameras as a road safety aid rather than a cash cow!

That is exactly what I meant , with a slight noteworthy addition - one gets logged into system for further surveillance by the first camera only if one breaks the speed limit for more than 20. The idea of average speed checking is quite understandable because all automatic camera locations are nowadays logged in most GPS devices.

As for leniency up to 20 km. speeding , I personally have seen it on many occasions (not in the capital region though - in Juvaskyla , Mikkeli etc.) when a policemen with a handheld speed gun does not stop people driving 100 on 80 road. It might not be the rule but it seems they really consider the overall situation - density of traffic, weather etc.

Are you sure they are not using something like this?

Well, Who knows? There is still one way to check , for that let's come back to my question above: has anyone been fined for speeding less than 20 km. on a motorway?

If the green 'speeding camera' car is sitting beside the road and you don't see any flash go off, does that mean you didn't get a ticket?

I was driving about 80km/hr on the road to Tampere right where the limit is 60km/hr (because of roadworks) and I only just noticed the van as I was near it. But I didn't see any flash go off. So you think I didn't get caught?

I don't speed over the limit anymore after that. That stretch of the road just takes so freaking long to get through. But no more. I am being good.
