Here is my assumption on your situation:
- you came to work in Finland for on a fix term contract
- now the contract is going to end, and you want to stay and study for the nursing degree here, which require you to extend your residence permit

In this case, you could buy the student insurance online, there are many topics in this forum covers the providers. Pick a reliable one and use that for the residence permit application.

Also please check with KELA, if you can keep your kela coverage while study. If so, you do not even need to buy any insurance, I suppose.

im just posting because its Saturday and waiting for cake baking in the oven.
Kela card is for residents correct?those who are here for 6months or more?
I suspect she is being told that she needs to change her status here as she cannot study under her current status.
