I´d guess the OP is the victim of a crazy person collecting evidence for a conspiracy by evil foreigners taking over Finland or some random stuff like that. Sounds much more likely to me than a lame attempt at identity theft.

The only case I'd do something like that if I was living in a rent-controlled council flat and the person who is living is not the one renting and I'd want to rat them out... but still, unless its identity fraud I find it just bizzarre...

If its a regular everyday finn then I say its just someone with a bee in their bonnet about Finland being for finns... yada yada.
Or they might simply want to check you out on facebook...To see what they can dig up on you.
If its a student/kebab house staff... id strongly suspect identity theft.

CH, yes it is illegal to tamper with mail in any form.
People who work for the post are different. Mail deliverers only deliver mail. They don't open mail or do anything with the mail other than deliver it.
There are the people at the post offices who sort the mail after it's already been presorted in the post centres by machine. But even they aren't allow to tamper with the mail other than to readdress it to the right address if that service is being used or return the mail back to the main sorting centres if someone returns the mail to them.
There are people within the post system who have the legal right to tamper with mail which hasn't reached the recipient, be it the wrong address or no address or whatever. Those people have the legal right to open the mail to work out where and who it belongs to if it can't be delivered and can't be found by the outside of the item. And it's not very many people at all.
And yes, it's illegal to take photos of other people's mail. There was someone who got into a secured area at that post centre in Posti about a year ago. They took photos of mail which had been damaged while sorting, etc. And then sent the information to one of the newspapers. I don't remember what newspaper it was. But that was illegal. Heads rolled over that within the post centre. So if it's illegal for postal workers to take photos, you think it's alright for the public to do it?
