I just don't understand why people are talking about cultures, do you really mean what you are saying? I would say that is racism.
So you are claiming that a persons genetic origin has something to do with their learned socioenvironmental behaviour? How interesting. Pray tell us more.

HAHAHAHA :lol: I didn't claim nothing, but indeed I really don't understand the relation between cultures and the fact of asking if I can apply. The answer for my question is simply a yes or no. Everyone said no, but it is a yes.

I think we better stop this discussion here, I was simply looking for a response to my question, I received strange responses, but anyway, now that I have an answer to my question, no problem :thumbsup:

Most people quoted your question to suggest the application & outcome, and not the application by itself.
I dont think you will be the only one with sub par results to apply for anything in finland.
Culture is culture, heres an example.
McDonalds in finland has 3 cash registers open= 3 lines of people.
McDonalds in Russia has 3 cash registers open=5 lines of people.

Of course you can apply, for the school, for the Mars mission, whatever you want to.

Any other person would look in the mirror and ask "can I study harder for my TOEFL?"

That's not what you said before :lol: An other person would look in the mirror and say "I know why I didn't get my TOEFL, no need to study for it again", and another would say " why do I get so angry behind my keyboard? "

I'm so happy for Finland.
Thats why culture and Intelligence seem to be on the same page.Culture is a thought.
Finland loves Entrepreneurs, its Entrepreneurial to try and make the grade even though 1 result is sub-par.
You will either do very well here or not even get into your first grade.

Most of us are expecting the 3 Finnish employees paid to check the applications and put your application in the un qualified pile.

To your question, it depends on the polytechnics' policies how they will handle "discretionary admission", you can apply, of course, but they reserve the right to refuse you application, i.e. not invite you to the exam. Note that, some (not sure if all) schools will reject all application from some African countries.
