You should ask from nearest apteekki for recommendations.
Remember that im not a doctor or anything like that and i probably die with full thick hair as my grandparents did so im far from anything qualified or experienced, i just throw educated quesses.

Go to any of the private doctors. He would suggest you something or refer you to a specialist. Don't expect kela to pay for it until you are suffering physically with dry scalp or something.

Was just out the country 8 days and my hair got thicker.
Its no wonder I never meet any finnish people while living in Australia for 30+ years.
They all had a full head of hair and loving it.
