If you are not in Finland already, it's highly unlikely for you to be able to open a bank account in your name. Come to Finland, get a personal ID, then go to a bank. Btw, if I remember correctly, as a student (years ago) I was able to open a bank account without any personal ID too but I had a letter from my school and a bank draft of 6000€.
