In case if anyone will be in a similar situation I can share my experience: I won.
1. Sent a letter to Vehicle Customs explaining my time division.
2. Bought a car in Estonia.
3. Recieved positive decision from Customs allowing me to drive the car in Finland tax-free.

Update: Driving Est.car in Fin Tax-Free; got it
