The assumption is that if one is rich, and is happy with job/education situation, then he/she won't go to a foreign country for study or work.
Thats not how the MITS, Harvards, UCBs, Yales and the Stanfords, got their money !!
The rich and happy lack pride and so go off to the rich and happy schools/Univs
abroad where they spend their moneys to get a rich education!!
Yeah, Harvard came to my mind. So if they are coming for that, they would go to Harvard and not Finland !
So of one comes to Finland for education, chances are that they will stick around for job and pay some tax !

Well... Finn... Finlander... "Finnish Resident" so "Finndent"?
Anyways, as you are now one of us and not one of them, you have the same obligations and rights. Like you driving with a car with UK plates is illegal as Finnish residents may not drive foreign cars. So thats customs impound once your neighbor rats on you

So then you can go do your masters degree and get the KELA subsidy for the bus pass. Its the magic of being in the computer. See now we don't need physical ID cards as we don't live like pigs in the field - on the counter side they can trace us if we crap in the pigsty... or like I can get your last years tax records with a text message. Two sides of the coin...
Cheers, Hank W.

To avoid this, The catch here is to have a very difficult last name and a very vague kuntapaikka!!

This comes to the point mentioned by Hank. If you start charging for education, then you start competing in the free market of education and you better have 'good return of investment'.
I am sure then the percentage of foreign students will go down.

What I meant is this - if the numbers go down, then it would not be a problem anymore. So back to free education.

5 free seats + 95 seats paid by taxes, is always better than 10 free seats + 95 tax paid seats. Assuming the revenues always come from taxes.
