They have opened my application last Fri evening and it has since been on stage 2 with no change or additional request!.. In my case, my application has been pending for two years without a decision. Last year, Migri told me in writing that I should expect a decision by October 2025 (24 months after submission). But now they say the processing time is 31 months, which feels very unfair since many applicants who applied later have already received their decisions. Also 5 of my close friends applied after me and got the citizenship, my case is easy going nothing complicated.
Because of this, I submitted a complaint. Recently, I was informed that the Chancellor of Justice (Oikeuskansleri) contacted Migri about my case, and Migri has now assigned a specific officer to handle it.
My question is:
Has anyone else here complained to the Ombudsman or Chancellor of Justice about Migri delays? If so, what was the outcome? Did it help move your application forward, or did it only result in a general statement later?
Any insights or experiences would be really helpful — thank you in advance! — feeling disappointed.
I keep trying to have this matter out of my mind because every time I think about it, I feel so helpless and frustrated..

Are you an entrepreneur? 31 months is indeed too long. I think it’s the maximum time for any normal application to be finalized as officially mentioned by migri. Surely you can file a complaint especially if there’s no obvious reason.

I did and their last update is that they will open my application within 2-3month after saying before 31month , I’m happy that now the chancellor of justice is questioning Migri about my case , hopefully I will get decision between November and December.

And yes 31 months was the max. but apparently they're not legally obliged to stick to it!
I've considered complaining but to migri? I don't think they care..

I agree with you on the lack of legal obligation. Hi, have anyone received such message from Migri during citizenship application käsittely time - "Kelalta saamiemme tietojen mukaan et kuulu Suomen sosiaaliturvan piiriin"? For some reason Kela canceled social security coverage after residence permit changed from student to work permit, it happened years ago and I did not knew about it because I never received money from Kela, though kela card works fine when I go to dentist etc. Now Kela tells I should make new hakemus and apply for social security, I wonder how is it relevant for citizenship application and if this ever happened to someone else?

Ok so mine finally came! After 31 months of waiting for processing and about 3 more weeks of in Progress!

Decision: 08.10.2025
Another bonus from migri for me: I have not received any notification about this! No email nothing! I just found out by visiting EnterFinland that my decision was ready yesterday!! I went to DVV to check my personal data and see that my citizenship is updated to Finland!
