It is very difficult to get a job in Finland if you can not speak the language.
I think networking is the key to finding a job here in Finland, any job.
Its not what you know its who you know that counts. Of course language helps but name a country where it doesn't matter. Communication is always a fundamental factor in any sustainable business.

Government rarely does something for you unless it does something to you
I think you're absolutely right that in Finland (and maybe in other EU countries as well), your connections are extremely important in helping you find a job. When I lived in Finland I knew a lot of people who had a high-level Finnish education but still difficulties finding suitable work, so education doesn't seem to be as much of a determining factor as many might think. Neither does being able to speak Finnish...I don't know about southern Finland, but when I lived in Oulu it seemed that most of the foreigners I knew who had the best Finnish speaking skills also had the most difficulties finding work....that just doesn't fit with the common assumption that learning Finnish helps you find work....probably because most of the sectors open to hiring foreigners do not require Finnish speaking skills.
Hey, some masters candidate out there should do a study on this...
