What is communication between departments? Papers with stamps and signatures. YOUR task is to get right paper, to right place, in right order.
Again, failure is not in system but you. You try to shortcut, you fail to study what everything means (potentially because you cannot understand the instructions which are in Finnish, but guess what... System is built to serve people of Finland, of whom well over 90% can and prefer to do their business in Finnish. Not to serve few foreigners who think they are center of the world).
As for you idea about efficient system telling the leeches to piss off. How would leeches be identified? Hmm? Should they shake Magic 8-ball for answer? Again, this is part of the process. One sector of public services handles one part, another handles another part. If leech fails to prove to one portion that they are not leeches, they get nowhere.
Of course you would prefer that your gilt arse was serviced so that all you had to do is float down the Ryanair and things were done for you, but over here we presume that people take some responsibility for themselves.

Public service does not mean "asskissing you and giving you what you want. Over here, until you get that magical ID-Number, you are tourist. Tourists are not eligible to all the services citizens or other habitants are.
Nor does Public service mean that everything is catered to you. You are expected to take responsibility for your own arse, to figure out what and where you need to deliver and in which order.
