Application submitted May 2010, approved February 2011. Surprisingly quick. Especially as when I lodged the papers they said 18 months is the anticipated time to process. I got one call asking if my employment was as before, and then the paper arrived same week. When she said decisioin would be soon I did not think it would be that soon!

Can someone please explain this inconsistency! Then what's the point of the queue overview when clearly applications are following a random pattern! Or does the queue only apply to people from certain countries!
Its "average decision time" not "average time when we look at your papers" so if youre clear case it can be lot less and if not then much more.
According to migri in 2010 fastest 10% got decision in average 63 days and slowest 10% in average 760 days, average for rest was 385 days.

Sorry my bad, actually what Keplerivaimo mentioned is consistent with the queue overview on Migr's pages. I think I should remove my original posting :)

There are cases where you don't so much apply for the citizenship as much as "claim" it, maybe this was a case like that. Or the person was a spouse of a Finn and having lived here for a long time. Every case is different.

But to my understanding every submitted application enters the queue. The only explanation I can think of is that he must've submitted a request to expedite processing so he must have "weighty" reasons as described on migri's website.

As said there is AVERAGE PROCESSING TIMES, there is no average "now we look at it" times. Clear cases can and will go thru faster. 10% got decision in average 63 days last year.

In some rare cases they may expedite the process:
http://www.migri.fi/netcomm/content.asp?article=4017
(it seems this was the case here)

Among others, they separate the applications of persons

A) having a valid passport
AND
B) that fulfil clearly without any need for special consideration all the requirements
AND
C) have filled the forms punctually, so that B) is obvious from first glance

- and try to handle those applications faster.

Brace yourselves for a rise in the processing time with the introduction of the new law! I wouldn't be surprised if the waiting time jumped to 3 years. The declarations alone will congest the system, I wonder if migri will start thinking of hiring more people to cope with the load.

I submitted my application on March 2011 and receive the decision on August 2011. Exactly 6 months.

information from the operational data system of the Border Guard;
information from the register of fines; and
information on the income and assets of taxpayers and other information on taxation from the information systems of the Tax Administration

which makes a person wonder, if they have all that info available then why do they ask for it??!! If they can access the Border Guard data system then they should see if a person's been absent a long time. It really is difficult to understand the processing.
They are most likely checking your reliability based on your statement, e.g if you are giving accurate information about your whereabouts.
