If one qualifies for a golden VISA elsewhere, one can consider the entrepreneur residence permit route. Often golden visas involve real estate, and one can setup a real estate investment company for the entrepreneur permit.

Trying to open a real estate investment company with such a tiny amount of money and then claiming to be an entrepreneur due to owning one house in Finland would be laughable.
There are ways to get a residence permit with a six digit investment as basis, but the easy golden visa way of getting a residence permit just by doing a mortgage-free buy of a house for yourself for half a million Euro does not exist in Finland.

Investing in a single house would be silly in terms of diversification and returns. There's no requirement for the returns to be guaranteed. And I also doubt that ELY would certify that owning the company buying these shares would be considered working in the company.

That’s not the case. Money doesn’t, for example, free you from criminal history requirements.
