Rp for spouse

Hi dear members. I AM A STUDENT AND MY HUSBAND CAN APPLY TO RP on family ties directly IN FINLAND, NOT ABROAD? He is in Finland now with a short-stay stamp (3 months) which will be expired soon. He is from Canada BTW. And finally what are the requirements docs for the application? I appreciate your help. Thanks.
