Very confusing indeed. Likely it's got nothing to do with being a way around the YKI-Test or other kind of high level test that undoubtedly proves your language competencies. It's probably something entirely different, like whether your language level does not impact your ability to work due to some other disability or otherwise. You should have posted the entire list of options which is this:

  • Certificate of illiteracy
So basically, you may be exempted if you are disabled more or less. They are not going to let anyone slide and get citizenship without some level of Finnish or Swedish oral or sign language. Your boss would need some ridiculous niché case to align with what-ever exemption letter which states that you don't need to do the test. This would only be due to severe disability (which then they ask for medical certificate in the above list) or if you are already a native speaker somehow and can basically prove it. Likely they would have some additional requirement too, like calling you in, in person for a chat to prove it if you weren't disabled but still insisted on an exemption. An exemption btw, is literally asking them to remove the requirement, not to prove it in some other way. Otherwise if you can speak the language etc. they will just tell you to do the YKI-test like everyone else.

You can't even study a @#$% English degree here in Finland without having to pass Finnish in university, let alone study at a Finnish school when you're a kid. So if you're thinking of trying to get around it, forget it. They'll happily take your 600€ application fee and decline you. It's one of the most common reasons for being declined, applicants language skills not meeting the requirement.

It literally says at the bottom of his link he posted, LEGAL exceptions are given only if you are geriatric, or legitimately (and legally) retarded.

Let's not be giving Migri free money by suggesting people apply for an exemption out of just pure laziness to learn. There's enough whining in this forum as it is with people waiting, without adding those who get declined. Migri literally warns you on that page that they won't refund you if they disagree with giving you an exemption.

Very funny though🤣🤣🤣 if you work in finnish language how on earth you will not go pass the exam? Even preparing for 2 months can help pass yki test if a person knows basic in finnish. I know many people they choose to go for a year program finnish diploma because they are scared to pass yki test. Some got called after waiting a year for decision to bring yki test because the diploma is not enough for language requirement. People are being lazy and scared of yki test. I found it very easy to pass when you prepare it🤣🤣🤣🤣

FINALLY, A long wait is over. I proved my identity in May 2021 and the queue number was 5254 today I got a positive decision when my queue number is 1213. It’s being 20months of stress and anxiety. But the end has glorified the means. My country is on the list. Goodluck to everyone waiting. Peace!
