Family reunification for a refugee

A friend of mine who is a permanent resident of Finland (he came here as a child refugee almost a decade ago and has applied for citizenship but this is still in process) would like to see if he can sponsor his younger brother who is most probably under 14 years old or so (exact age unkown since the country he is from has essentially no functioning government) for a family re-unification permit. The child is in an extremely dangerous location/situation now. I have no experience with such things but would like to help him in any way I can. Does someone here have any advice on how to find out if family re-unification is possible and if so how to proceed with such a process?

A sibling is not a family member for residence permit purposes.

Becoming the guardian of a younger sibling might be possible, but he should ask lawyers in both countries whether this would actually work.

Thanks for the reply. As you said, it does not look like the child qualifies for family reunification based on what I have read too. My friend who is in Finland is looking into it from this end but unfortunately the brother is in a non-functioning country which has almost no lawyers (nor functioning laws) at the moment.
