Is healthcare different for RP vs citizens?
Is healthcare the same for people with residency permits compared to citizens? Should someone with a residency permit buy supplemental insurance?

There’s no difference but supplemental insurance helps because the public system is slow and sometimes you have to go to a private doctor.

Assuming your RP is for permanent residence. Temporary residents aren't covered.

Emergency services are OK.
Normal healthcare tends to be crap with long waiting times, and often consists of a nurse telling you to take a Burana (Ibuprofen).
It is mandatory for Finnish employers to provide occupational healthcare, and the services provided by the employer-provided private healthcare are usually sufficient that employees rarely have to use public healthcare.
It is common for Finns to take out insurance for their children that covers fast and quality healthcare at private healthcare companies during their childhood.

The significant distinction here is that there are multiple definitions for permanent resident. One only needs to have a municipality of residence (definition for that purpose). One does not need a permanent residence permit.
