Heat pump installation?

Does anyone know the cost of installing heat hump (air conditioner) in apartment in helsinki area? The websites list something like 600, but there would also be a shelf/stand and drilling through the building wall, insulation, pipes etc. What would be a realistic estimate?

Have you seen any apartments with a heat pump mounted on the balcony? I don't think the housing company would allow it. They are ok for those in detached houses who can do what they like to their building but in an apartment I think you will be limited to the kind that vents hot air out through a hose and you poke it through an open window. I have seen some people who have got inventive and made a board to block the open window with a hole for the AC's exhaust vent. That is probably going to be the best you can do in an apartment.

The Supreme Court had a case in which they said the ability of the housing companies to restrict heat pump installations to the balconies is restricted.

I'm pretty sure it's allowed because some of my neighbors were using it.
