Applying for a permanent residence

Just asking for my friend and hopefully someone had same situation, so he can help him with any idea

I have been living in Finland for 4 years and my RP was in cleaning field ,

last 2 years was hard to find jobs anymore in finland,

Now if i want apply fot PR , whats the best option?

1- Get money from kela, but i know its the worst thing.

2- work as taxi driver and apply with that.

3- open a business ID and work as delivery food and apply with that.

I really don’t know what to do, the situation in Finland is so bad and i have been looking for cleaning job for more than 2 years in all finland and still cant get job.

Also if someone get RP or PR with delivery food or taxi driver please give me your experience

To qualify for P, you need to eligible for A in any category. Unemployment is not such a category.

Yes that’s what i mean, he actually has permanent contract and his income matching the requirements and also he has saving more than 15,000 €

But he just afraid if he get reject, so he want get relax and not stressing
