Which language do you use in TE after becoming finnish citizen

I wonder if someone is dealing with TE and use english instead of finnish? is it fine?

FWIW I know a few people who are Finnish citizens by birth but were raised in other countries and barely speak Finnish. They use English to communicate with the TE Office.
