Translation of newspaper articles for foreigners?

Last week my Finnish tutor told me about some organization/group/person who regularly translates articles from a newspaper. They do two translations, one is supposed to be easier and the other is much easier. She said she thought this program was designed for exchange students studying here.

But that's all she knew. Any idea what the hell she's talking about?
