It's primarily targeted for Finnish secondary school leavers, and hordes of them will be shuffling around, but if you find yourself in at least a somewhat similar situation I guess it's not strictly forbidden to attend Most (if not all) polytechnics and universities will be present there, however since this is a domestic fair the university / polytechnic representatives probably won't have much English-language brochures or other "international" material with them.
Anyway, the 2008 event will be in the main Helsinki Fair Centre in Pasila, NOT in the smaller Wanha Satama fair centre where it's been arranged in previous years.
