I thought that small computers were MORE expensive than the regular 15 inch ones.
Does anyone have any advice on buying packard bell?

I have heard rumors that Packard Bells are not among the greatest, but a friend just bought one and it seemed to work okay once I helped her take a few "start up" programs from starting up automatically (they hog precious RAM).
One drawback to the computer you are considering would be the fact that it has an integrated video processor, which means that more precious RAM will be lost due to the hoggishness of the Vista architecture.
If this computer had a separate video card it would be more able to run the demanding graphics-heavy features of Vista, and if it did have one it would cost about 200€ more than the listed price.
So, you could buy this one and then strip down the startup programs, don't use the fancy graphics settings (one of the main selling points of Vista)... or even just load a version of XP on there and then it would work great (provided you got all the drivers etc. working with XP and your laptop). However, if you did load up XP and something mechanical went wrong with the computer, you would have to reinstall Vista in order for the warranty to be valid.
In other words, this computer would work much better under XP.

Gigantti usually has very high prices for laptops/pc etc.
