i am just wondering about if a foreigner works here for a while ( paying taxes and all the duties ) and then he moved out to another country , can he still get the accumulated retirements points transfered to the new country or he just get nothing ....

I think if he/she move permanently, then yes, they would (not 100% sure) lose their benefits. Many retired finns divide their time between Spain, in winter, and Finalnd, in summer. So there could be some kind of a time limit.

Had some time for digging up after all:
At least within the European Union, as well as some additional countries who have signed that agreeent, you get the pension from the other countries (who signed that agreement or are EU) paid to your country of residence (which is EU or signed the agreement).
Työeläke.fi says this:
"For instance, a Swiss person’s pension is paid to Finland if he or she comes to live here. The pension accrued by a Finn in the USA or Canada is paid to Finland when he or she returns to Finland."
