Where can I take Swedish courses? Does anyone know such place with reasonable tuition fee in Helsinki? Thanks.

Arbis has good and reasonably cheap courses as does Työväenopisto

Doh, Uni... I did 8 courses at Doh, Uni, and those cost 90 euros a pop. And that was Doh, back in 2002.

You could also try "Espoo työväenopisto" or "GRANKULLA STADS MEDBORGARINSTITUT"

I did this one a few years ago, it was only a 1-week course, but a good taster session.
