I’m a US citizen currently living in Finland and just found out that I can't e-file the US tax return this time. Will the IRS accept my tax return printed on A4 size paper rather than on US letter size?

Why dont you call IRS and find out? it only costs 2c a min or these days you can go to http://www.irs.gov and ask them a Q directly and get a quick response instead of this forum as it seems to be a general question.
I dont think they care as long as you file a return and in case you might be delayed with the Apr 1 deadline, you can always apply for the automatic extension without reason online, or by telephone call.

You can download their forms from the site - print, fill in and mail it.
Also..there is a special form for US citizens living abroad - to avoid the double taxation thinger... check http://www.irs.gov
