There is hardly any difference between them. All are small.
Kemi-Tornio, longer winters
Vaasa, swedisch speaking

Part time job: don't count on it in any of those cities.

To Pokhara? Got yaks? ;)

All those places you mentioned got cheap student acommodation. I think the provincial small town polytechnics have an excellent graduation records - no wonder, all the students have there to do is to study and they want to get out of there as fast as possible

Which ever one you choose finding a job will not be easy, try and get a paper route or get into an asian restraunt. Both will be difficult as the wages are terrible and there is a lot of competition from other students to get those jobs.
