As Hank would undoubtedly tell you, anyone can apply, but the question is, is she eligible?

Depends on nationality, and/or the her residency status here in Finland. It's best if she asks directly from KELA, since whether we say yes or no on this forum makes no difference. See:

http://www.kela.fi/in/internet/english. ... enDocument
The Kela Centre for Student Financial Aid: PL 228, 40101 Jyväskylä
helpline 020 634 6770, fax 020 634 6710. E-mail: opintotuki@kela.fi
KELA study grant for higher education is currently something like 260€ per month. The question of housing allowance is a bit more complicated, but that's max 200€ or so. Depends. So let's say max 460€ per month.

Ok, thanks!

It seems that study grant and house allowance is only to those who have already got Finnish permanent residentship.

I suppose you are Chinese? I think your wife can get the grant, check here:

They mentioned visa type A in the post, but if you are B work visa and you have Kela card (have you applied?), your wife should get B family tie visa and kela card as well and she should get study money in that case.
I know all the Chinese with A working visa have got the study money for gf/wife who is holding A family tie visa. I don't know any Chinese with B visa so you need to ask yourself.
