Hello all,

I am admitted for doctoral research in Finland among other places. However, my main concern is to obtain the permanent residency or resident permit that leads to the EU citizenship eventually. Finland is one of my very favourable pick from all others. But I got confused from the Finnish immigration site and the police site.

As far as I understood, if I want to go to Finland as a student seeking a degree (Doctor of Engineering), I should apply for the resident permit (B) which is temporary. However, if I would like to settle in Finland, during the research period without a firm/permanent job offer, is it possible to obtain the resident permit (A) or continuous resident permit? If possible, what is the requirement and proper procedure?

It is important to make my choice and I only have a few weeks to decide where to go. Can anyone help me please?

Visa is for visiting, Residence Permit for residing.

If you come here to study, you come here to study. If you want to be (ab)using Finland as a stepping stone to the EU, then don't take the place from someone really wanting to study.

If a student finishes his studies, they can apply for an A and after time enough they can get a P and that all works towards the citizenship requirements.

if you will be studying you will get (B) which requires you to work 20h a week only. If you have a job then you get (A) if you have lived in Finland more than five or i think six years .......(not sure) and you can speak and write in Finnish, with no criminal records MAYBE you can get a citizenship. You cant get a citizenship overnight.

I may have expressed my point incorrectly. There is no course or class to take for this doctoral position. It is a just research (and possibly lecturer if available) position I was offered without any condition except the research progress evaluation. I have no mean to abuse or use Finland to route me to all over EU. That is not what I meant. If that was the case, Finland would not have been attractive to me at all because I don't even need to issue any visa or permit in some other EU countries. The reason why I want the Finnish citizenship is TO LIVE and PAY HIGH TAXES for the good in FINLAND.

I guess you get people wondering now if you're sarcastic or just bit nuts :D . Anyway, I'd suggest you ask Migri directly (send an email, if you formulate your question clearly, I believe they answer fairly quickly). I don't know if a doctoral studies are something you are supposed to have a student or an employed persons permit. Quite possibly you'd be considered an 'employed' person.

Those who are here with a student status can apply for a residence permit of an employed person around the time of their graduation (if they have a job, of course)

I spoke with the Finnish consulate general in los angeles and I may apply for (A) if the philosophy of the offer is permanent. So I don't think I can apply (A) for now =*(

You do understand that the whole point of doctoral studies is that they are not permanent? PhD students are cheap labour that is very popular because they should finish and go do something else after a few years.
So the good thing is that you are usually considered as a working person (not if you are on a grant, only if you are getting a salary), so you should be covered by the KELA system, etc. But the bad thing is that it is only temporary.

Which means to get a "permanent" residence permit you should be able to produce a "permanent" contract. Many people in academia have been at odds with the migri with this thing.
