you might get a visa if you have been accepted. but it is not guranteed 100%. so that's a risk that you will take to spend your 700euros. make your own decision

read the migri site.
if you fulfil all of the conditions, you probably get a visa, but it is not guaranteed.

Plus it sounds like you will have a lot of problems with money for food and housing during your studies here. You do realise that the chance of getting a part time job or anything to get extra money during your studies is VERY LOW? You have to budget for not getting ANY extra money while here. You really have to have money from home to support yourself through all of your studies (even if Migri only asks for sum that will keep you alive for ca a year), you risk having to quit your studies otherwise halfway through. Which would be really terrible.
So think hard about how much money will be needed for your study time and consider that you may not get any extra money from part time jobs.

It is better to find out all of this now than later when you have already used up your money.

They require you to be able to show 6000 euros each year, to get the residence permit.
