On ancestry.com, I found a 1907 ship manifest for a Waino Juslen going to Ironwood Michigan. He is coming from Jalasjarvi. Born in Rymattyla.
He is listed as age 19. That means a birth year around 1888.
Does this sound like your Waino Juslen?

I did not find any birth or marriage records on Hiski for Juslen as the records for Jalasjarvi don't cover the late 1800's.

Probably contraction of Jussila. Jussi is male's name and people tended to get their surnames from the houses they lived and houses got their names after the owner. Thus house where Jussi lived got named as Jussila. I suggest you go to Facebook and find a group called Finnish Genealogy.
